La conception de ce jeu transnational en réalité alternée passe par un scénario très élaboré. Très proche de celui d’un film. Le scénario est ainsi basé sur le « transmedia storytelling », autrement dit en français, la narration transmédia. THE MUNICIPALITIES COUNTER-ATTACK / THE MUNICIPALITIES STRIKE BACK sub-program is the tool for creating a new kind of societal-centered intermunicipality. This is a local and public (small towns) participatory investment project with financial and image return. This represents a solution promoting the autonomy and self-financing of municipalities as well as their international influence.
Several municipalities in a country cooperate by jointly participating in the financing of a set of projects for the creation of vertical agro touristic landscaped structures called “vegetal calderas”, “green calderas” or “plant calderas” in several places, throughout the national territory, through the constitution of a National Economic Interest Group with a societal vocation.

Le sous-programme LES COMMUNES CONTRE ATTAQUENT est l’outil de création d’un nouveau genre d’intercommunalité centrée sur le sociétal. Il s’agit d’un projet d’investissement participatif local et public (petites communes) avec retour financier et en image. Celui-ci représente une solution favorisant l’autonomie et l’autofinancement des communes ainsi que leur rayonnement international.
Le principe : plusieurs communes d’un pays coopèrent en participant conjointement au financement d’un ensemble de projets de création de structures végétales paysagères agrotouristiques verticales nommées « calderas végétales » et ce en plusieurs lieux, sur tout le territoire national, à travers la constitution d’un Groupement d’Intérêt Économique national à vocation sociétale.
